Can I load a turing program, inside another turing program.

Yes, Turing though wouldn't normally load a Turing program. Maybe a Turing Module but if you wish to then check out the sys command.

Not sure about that sys thing but look for something like that here

Depends on what you are referring to, by "turing program". Possibly include or Sys.Exec
