err... What exactly do you need help on? You've left your question very open ended, I don't know if you need help with drawing the house, coding how to plot the house, how to add decorations etc. For this reason, I'm just going give you the link to the Turing Walkthrough for now.

What exactly do you need help with though? It makes it hard when you are being very vague on what you need help with.

There are various drawing commands you can use, such as:
Turing:

Draw.Line (x1, y1, x2, y2, col)
Draw.Box (x1, y1, x2, y2, col)

...that you can use. In each of those, the x1 and y2 refer to the coordinates of one of the points, and the x2 and y2 refer to the other point (or opposite point for the box). Col is the colour of the box. To find the coordinates, you can always use trial and error, or you can plan it out on paper / in paint.

Try out the Turing Reference Manual for these types of things (Help > Turing Reference, or press F10).

how is it that i can make a pong ai, but have trouble doing a tic tac toe game? we have strengths and weaknesses (in other words knowledge and lack of knowledge)

A/V, both of my example used only draw commands. The program he needed help on involved the same command 6 times, just with different numbers. This is hardly a similar scenario to yours.
