Is it possible to upload a turing program and post it on facebook or something for others to play? or is that only possible with other programming languiges?

You can make it available to download, but they cannot play it in their browsers.

And it would be in a .exe format, which usually scares away most people. Flash might be what you're looking for, you could upload your game as a .swf and allow others to play in their browsers.

You'd need to learn Flash/Actionscript first. It's an entirely different language than Turing.

I'm assuming you mean the IDE, where you write and compile your code. Look up Flash Builder and FlashDevelop, and then Google some actionscipt tutorials.
