What is it you are trying to achieve?
I'm making a screensaver.

What is the problem you are having?
Curious to see if it is possible to remove the window border, or at least the wide top part that has the minimize, resize, and close buttons.

Describe what you have tried to solve this problem
Nothing. I don't think it's possible; I've never heard of any command that will accomplish this.

Post any relevant code (You may choose to attach the file instead of posting the code if it is too long)
Closest I've gotten is:
Turing:

setscreen("graphics:max;max,nobuttonbar")

but that's basic stuff.

Please specify what version of Turing you are using
4.1 only the best.

Not with Turing as it is. If turing switches the framework used this may be possible. It's something to suggest for the OpenTuring project.

Your code is the best you can do.
