what kind of files are you looking to torrent?

if they're just regular files, why not put them up on an ftp server, since it seems you already have a server to run PHP on, its probably easier to use FTP rather than torrents, if you'll be the only one seeding.

Some clients, such as Transmission come with a Web Interface. It will essentially run it's own web service at a dedicated port, and you can interact with the client through your browser.

rtorrent with wtorrent frontend would be better, as you wouldn't need to run a gui.
