I want to know if there is a way to use ties in the BooHoo play or Music.Play BooHoo functions
also i would like to know how to make a melode and harmony.

not really. You could theoretically run two or more threads "concurrently" and hope to god they lined up properly (for harmonies and melodies). for ties, just add the note value together, eg two quarter notes tied together makes a half note.
