Possible to use turing to make a standalone program, that asks user's for there input (theyenter a filename of a pic)/

then uses Net Commands to send it to a PHP Script I made.

Also, I have vB but I am just starting that.

Its seems very easy (ofcouse after you know a few languages everything is easy), but is it possible to use vB?

I think Turing's Net. supports sockets and GET requests. That being said - yes, you could send data to an external PHP script.
