It's true that it is missing models, textures, etc, but it will not be very long before dozens of developers release their own, to go with the engine. Entire games, perhaps!
Like you say, this isn't an alternative to buying Quake or anything ... just something to give F/OSS developers to work with! Awfully nice of Id isn't it?
