well u can use like a particle system thingy... it's not hard if yer doing what i think yer doing... just for where ever the mouse is summon yer"effect" one every second or so...

same here, it looks like all filters starting from small number to a large number of ripples...or w/e

alright.
Its done by loading a series of images from photoshop into flash.

Nothing flash about it, save the .swf extension. Some animators even export to that format.

but the flash isn't that hard.
