Could you state what kind of case and operating system you have? That would help narrow down some things as it isn't all all cases or all operating systems will behave in a specific way. Another point is how hot is your computer and what kinds of temperature monitoring and cooling do you have for the system?

They were turning off when your computer when on standby before? Maybe they are not connected quite right, and recieve power, but do not get the signal to turn off. Also if the operating system considers them as critical systems they will recieve power since in standby mode everything is still technically on, it's just not running.

Maybe your CPU and other thermometers aren't working right, try monitoring the temperature and find out if it does something funny.

I think the OS is doing it. Maybe your thermometer is malfunctioning or your computer is too hot. Either way though, it should turn off during sleep. Try a Linux Live CD like Ubuntu or Mint, and go to sleep from that OS. If it works properly, then it's a problem with your installed OS, be it Windows, Mac, or Linux.

Have there been any updates to your operating system recently? One of them may have changed the exact sleep state your computer goes into (there are about a dozen, not the three you might expect). This is a signal sent to the hardware, and may govern exactly how your PSU "sleeps".

This sounds like the best answer. Try my suggestion of a Linux Live CD and then you will know for sure if it was Windows or a Windows update.

Also, it may be possible to rollback your computer with System Restore. That just may fix it.
