It's about 70/30 English/French that I've encountered. Really though, it's not much of an issue, as I've grown up around french all through my life, so though I may not be able to speak it, I can understand most of conversational french without much problem. Also, that could just be a restaurant problem and having nothing to do with the language barrier itself. Most people in customer service in Ottawa are bilingual for a reason.
