Toronto's a hellhole, but the gang activity is seriously lacking.

If you wanted to make a game about noise pollution, water pollution, air pollution, terrible drivers, awful roads, worst-in-class public transit, moronic politicians and failing sewer systems, Toronto would be the place to go. For gang activity, though, I think Mexico would probably be the best place to set the game.

If you set the time period to prohibition days then Hamilton would be a great candidate because of all the gang activity then, but modern Canada doesn't have nearly as bad gang activity as other places in the world. As Demonwasp mentioned, it'd be interesting if it was actually set somewhere where gang activity really was high, like mexico, but mexico also wouldn't really be a fun place to fool around in (not as much opportunity for awesome skyscrapers, epic police etc).


My suggestion would be to do China. Many places in China have serious gang problems, and the government isn't exactly open to the people, and probably full of corruption. It is also one of the places that got leaped into modern technology instead of moving along a normal pace, having an odd combination of skyscrapers and ghettos right next door (actually look up ghost cities in China, it's interesting). The police are actually pretty close to the police in GTA games (in terms of what they have, ie tanks and helicopters) and it's not a far stretch to imagine tanks being deployed to stop gang members.

GTA: Canada would be pretty lame in comparison, importantly Canada's army and police force rely more on stuff like spec ops and well trained troops then on technology and numbers. Tanks would never be brought in, but a stellar sniper squad would enter, and kill you instantly. Doesn't really make for an interesting game.
