For those that don't want to read the whole thing, here's the awesome details:
After the contract ends, or if you pay for the phone, the phone company MUST remove any technological restrictions that'd prevent you from using it with another company, ie they will jailbreak it for free for you.
They must alert you if you're at 90% of your maximum usage, and they must alert you if you're about to pay extra because of roaming charges or long distance
It will be illegal for them to do that stupid $2 charge for getting bills mailed to you
Cancelling a phone contract will cost you at most 1 month of payment + cost of phone / total months of contract*months remaining in contract. Essentially koodo's tab is a requirement if this passes
The phone company can't change the contract without your express consent (ie your terms of service can't change without your consent), they also can't automatically renew your subscription after your contract ends, except for 3 months after the contract (during which they can't charge you more than what you would pay month to month)
Pre paid cards can't have a maximum activation date or an expiry date
Phone companies legally can't charge, or even accept payment for services while they are fixing your phone, whether or not the phone is under warranty
Caps on anything (data, texting calling etc) must be explicitly declared on the agreement

These are some really awesome requirements that this bill will enforce, among a couple others, I really hope it passes (as of december 2011 it was done it's 2nd reading, bills require 3 readings and ascension before they are passed).
If it passes it will mean in Ontario it is not only legal to jailbreak your phone, but a legal requirement for phone companies to jailbreak it for you for free. A lot of stupid fees are removed or reduced, and you will always be notified for unexpected fees. It will be ALOT cheaper to cancel a phone plan under most circumstances, and there will be no bullcrap with prepaid cards that prevent you from stocking up.

Since most companies don't like different rules in different areas, the passing of this bill will affect every major phone company that serves people in Ontario, making a huge difference not only in here, but across Canada (and perhaps the states?).

What do you guys thing of the bill, and if you're stoked about it, figure out how to get your MP to support it.
