I'm planning on applying for comp sci or software engineering next year and am wondering what universities are strongest for these programs? I know that Waterloo is strong and I'm leaning towards there (likely apply for both programs at UW) but don't know how other programs compare. I'm starting to to some more in depth research, and want to know what universities would be best to look into.

Ideally the university is in Southern Ontario somewhere, but anywhere near there would be applicable as long as it isn't in the US because I don't want to write SATs.

UofToronto (downtown) is also a good choice. And those two (Waterloo & Toronto) pretty much exhaust your choices for "best CS" in Canada.

Ok, I was guessing it would be something like that. Is there any knowledge about the strength of software engineering and its benefits vs comp sci?

ARWU rankings are more applicable for Grad level stuff. I question their methodology too. 25% of the weight goes towards Turing Award recipients, but Stanford alone has nearly half of them.
