I remember in my first year, download speed are generally about 30mb/s and sometimes even go up to 90mb/s.
Now, the internet speed is generally <1mb/s
Rarely, it goes up to 5mb/s.
The upload speed remains unaffected at around 15-30mb/s most of the time.
My question is why is it so much slower now?
and can't we allocate the bandwidth for upload into download?

My guess is that the university doesn't want students downloading files they don't technically own the copyright to, and that they're using Sandvine or some other equally unethical software to help them prevent that. Also, never forget that UW can be fiendishly cheap, so it's possible that ISP bills made them rethink the download speed available to students. Remember, they can probably throttle discrete parts of their network differently.
