how to choose a progrm to study?
I had BSc in computer scince, but didn't work for the last 7 years. I need your advice regarding the program that I can choose in order to upgrade and refresh my qualifications. I cant decide wether to have a programming cources or to apply for the masters degree.

I'd personally suggest trying to determine what field of programming that (a) you would prefer to work in, and (b) there is a market for jobs in.
Ie.
Game Programming (C++, OpenGL)
Software Application Development (C++, Java)
Web Development (ASP.NET, PHP, DB&SQL)
Web Application Development (same as above)
In general, i'd say taking courses in all of the above (maybe minus OpenGL, and Java) would be good, and using them consistently to gain proficiency (and maybe a little money on the side) and learn new things.
