In Canada, there is typically no specialization in Computer Science, until graduate level study (Masters, PhD).
While this cannot be considered specialization, computer science programs are fairly unstructured, so you can pick and choose a good chunk of your courses, particularly in third and fourth year, so that you can gear the program a bit more towards your interests. You still won't be digging deep into any one particular area though AND whether or not you can gear your courses towards your interests is entirely dependent on whether or not your school offers several courses in a particular area that interests you.
