It's a comon meme based on a jappnes video game called Popotan. Both the song and the hands over the head type dance is from the intro of the game i blive.

Apparently you are. I though everyone had at least heard of Caramel Dansen. It's become pretty popular (or, creating ones with popular characters has). I don't know exactly how it originated and am far to lazy to read the Wikipedia article on the subject.
