anyone know a good university to go to in in the field of computer programming or video game design?

My suggestions would be to look at Waterloo and Simon Fraser for the big Computer Programming element of things. There is a 4th year course at Waterloo called "Computer Graphics" that may be helpful in building video games. I'm not sure there would be many universities having courses in video game design while I could see colleges being more likely to cover that kind of material. Course I view academia as a kind of Ivory Tower in some respects.

These days, the only way short of luck you can really break into the industry without a CS or Math degree is working your way up through QA, having a good Art portfolio, or some proven experience (read: shipped a final product) working on an independent game project.
There's lots of threads here talking about schools and their CS programs, so you could start there.

That's a Computer Science course. Waterloo isn't much for Computer Programming, nor Video Game Design.
Carleton offers some game specific courses, so you might want to look into how that might fit in.

Algoma University in little Sault Ste Marie offers and Graduate program for Video Game design which tags up with another reknown program offered in Europe. It's pretty cool conferencing with European countries such as Ireland with perfect, non lagging connection speed.
This program is sick to say the least and it is very popular, hard to get into but worth it.
