Are making requests for programs allowed? I just need a simple program but don't know how to make it.

If it's for school, then plagiarism is specifically against the rules. Though we'd help you figure things out for your own, if you make an effort.

If it's commission/contract/whatever (non-school assignment) paid job, then there are likely to be other places better equipped for this...

(if you don't know how to make this program, how do you know it's "simple"?)
