"Clipping out" a picture

Let's say that, you just pressed the button "Print Screen" and now you have a big picture in the clipboard. Now, if I only want a portion of this picture, how would I "clip" it out? It's kind of like cutting a picture by rectangular selection tool in Microsoft Paint. |

One straightforward way is to use the Microsoft PictureClip control. |
