I've finally figured out how to change the character encoding for webpages in Firefox--

Can someone please tell me how to change the character encoding for the title of the browser (like in the title bar at the very top, where it would say "CompSci.ca :: Computer Science Canada ... - Mozilla Firefox"? Is this even possible?

view source, copy <title>some ASCII</title>, paste into a new .html document, save, open in Firefox, change encoding Laughing
