if there was a free subscription to a ( either monthly or every 2 months) magazine that showcased unpublished pieces of work (short stories, poetry, creative writing) from up and coming authors/poets, it would have a monthly challenge to writers (write about a given theme), contests for best entries ($1000-$500), and a yearly prize of having a selected author/poet's work published, and primly geared towards unknown canadian writers (due to us getting the boot when we start off, i can attest to that) would you subscribe.?

Personally it would depend on a few things.
a) Whether the magazine was digital or "real"
b) The work/style being put into making the magazine attractive to look at/read
c) The criteria for authors/poets to have their submissions in the magazine (ie. college majors, peer reviews, etc.)

If the magazine was real, aesthetically attractive, and from college students/graduates, I might subscribe Smile.

I would personally prefer a copy I could hold in my hand (real), as when im on my computer I usually find more entertaining things to do than read about art, etc.
It would be something more than likely I would read on the bus, or on break at work, or at a cafe.

On a side note, with tablet PC's and the Apple iPad becoming more popular, if I were willing to fork out $500+ for one I wouldnt mind a digital copy. I think it all boils down to portability, and the "way" it is read (like a newspaper).

its an idea i have going around in my head, i know if smthing like that was there when i was starting out (which i still am) it would have helped a lot

I'd check out a digital copy.

As a bonus, you should try to release it in as many formats as you can (or at least epub and pdf).
