photoshop to dreamweaver

I recently found a good tutorial for transferring your photoshop layout in to dreamweaver, but rather than just slicing it, it showed how to just take a couple of pixels using the marquee tool, saving them as imgs and using them in CSS and div tags.

Now firstly is everyone agreed this is the best way of doing things?

And can anyone point me in the direction of somewhere i can learn to do this properly? I cant find the tutorial from before and googling isnt providing me with the right answers.

IMO, the best way is to just learn CSS, and not use any photoshop.
