i whould not deltea that file if i where you, i think it only dealces what the ip of the locale host is and the ip / url of the sheach thing is for IE.

if you could give more info about this, llike if the file has an extion, where is whould be on your hd and pwhat sites it bans or what the file has in it, it whould be helpfull.
