I somehow want to make like a smog for my movie, just like a smog that is prsent on the entire screen as a blackground/frontground effect to give it some more detail, but i cant seem to make one.

I now its gotta be see-thru and such, but how can i make a light cloudy mist in flash?

If your wondering on what I want, i saw it used in this movie

(the part where the ball gets thrown in jail)

Is that a photoshop trick? like just alpha'd in flash or is there an actual way in flash to make it?

Make a black and white cloud map in photoshop (noise + blur works) and then make two instances of it in flash. Set the alpha to be really low (10% - 20% it looks like) and move them in opposite directions. You might want to have two different cloud maps. Experiment a bit and see what looks good.
