corriolos effect

ok...havent posted here for a long time...but anyways

the coriolos effect causes wind to move westwards due to the rotation of the earth... but why is the effect screwed up when the winds are between 30 and 60 degrees

I forget almost everything from the atmosphere & weather unit from gr11 geography, so forgive me for asking, "How is it messed up between 30 and 60 degrees?"  Are you referring to the way the air circulates vertically?  That is, the hot air rising and the cool air falling produce a horizontal movement of air along the ground, and the movement is reversed between 30 and 60 degrees.
