Free Telnet accounts that allow 'telnet'.

Well, I'm trying a little experiment out. I'm trying to memorize the IRC protocol so that I can write a perl, command-line client (getting to know the language, and whatnot). I wanted to know if there was any 'Free Shell Account's that allowed users to start another telnet session on their own servers? I want to host a server on my machine, and use the telnet through the shell account to connect remotely to it.

why not just tellnet from your own machine? I don't understand why you need another computer...

Because I want to try it over the internet and not just locally. I'm just crazy like that.
