It just, y'know, doesn't do anything. Reason for it being is that we have mods that require additional files (and editing to the existing files) than what themes have. Such as when I dropped the theme in last night, a lot of things have gotten broken. I had to make some adjustments to make it work, but mod features were still missing. The green at on the taskbar and the title of each window attract far too much attention, making it hard to look at what you actually WANT to look at. Heck, even Windows XP's blue scheme is a bit too much like that. It's harsh, cold, and uninviting. It just makes you feel uncomfortable to sit in front of a computer with a heavily blue interface.
