Phpbb Forum file attachments

On my forum  timmytheturtle.no-ip.com/forum  I want people to be able to upload files. But It doesnt say any where when posting something: "Add an attachemnt", How do I make it so people can upload files? 

Btw check out my forum(its empty now(no topics) sign-up and post some stuff[/u]

Or you could make your own system like i am for v3, b/c the file mod is kind of buggy in my option. Some times files get lost  :roll:

Whats a better forum to run, invision, phpbb?, Im currently running phpbb,  and i have the files for invision. I just wanna now what is best/ others people favorties. Plus does anybody have any suggestion to improve my forum?
