CGI-BIN

Hey all,
Iv got a bit of a problem... all .cgi files in the cgi-bin appare as forbidden access ( even when i changed the access and etc ), any clue why?
Also,  i have many virtual hosts and when ever i go to localhost, it will take me to the first virtual hosts directory instal of the main directory htdocs.. why? anyone know?

Btw i had to create a virtual host for the cgi-bin also because localhost/cgi-bin doesn't work (as it used to before...) now everything is screwed up :S
