Dr. Java tools.jar not working, cant find a compiler

I've set the path for tools.jar and it doesn't work, i've installed jre 1.7 multiple times and it doesn't work
the compiler wont show up in dr. java, can anyone help me?

JREs do not contain a compiler.

JDKs contain a compiler.

Go download a JDK and try again.

did and still not working, dled the beta version and it worked
