Does a degree in computer engineering qualify you for circuit deisgn? Most job posting just say that they want a bachelors or master degree in EE. But computer engineering is almost the same, are computer engineers qualified for hardware design?

You should read degree "requirements" as if it has "or equivalent" clause, as that is typically the case.

If you study the topics you are interested in and have practical experience via co-op/internships/personal-projects, then you could do well on the interviews.

What would be the best degree to get to be a hardware engineer? Computer engineering or electrical engineering?

There's a "Digital Hardware" option in Computer Science, just to complicated things ;)

Check out the required/available courses from the calendars for all the related degrees, and see what you find to be more relevant to your interests. Ultimately there's enough overlap in EE/CE/SE/CS that most entry level jobs are accessible to all programs. At a certain point your work experience will matter more to your CV than the particular classes that you take.
