It used to be the technical term for mentally challenged or mentally disabled. The word started to be used as an insult to relate people doing stupid things to being mentally challenged. Eventually idiot was being used more to describe stupidity so other words became used as the technical term of mentally challenged. Minority citizens would be deemed "idiots" or "insane" and denied their right to vote. It does mean mentally disabled. I had heard that before, but never knew mentally disabled and insane people were not allowed to vote (it makes sense though, I geuss). Is this law common across other states and countries? Canada (2002). Apparently disallowing people to vote on such grounds violates section 3 of the Charter of Rights and Freedoms. Sauve v. Section 33 disallows this section to be overridden by Parliament or a legislative assembly. So i would think this means that any Canadian of age can vote in an election.
