Is there away to get information about indivdual pixels?

Is there anyway to get the (R,G,B) color information about a specfic pixel on a panel and/or form? Say I wanted to get the color information of the pixel at (405, 695), is there anyway you can do that is Visual Basic 2008, Express Edition?

I remember it was possible in VB6, but I haven't used VB in a good while.  I know that it is possible though, and there is more than likely a tutorial out there.
