Look up which gets the largest funding.

Really shouldn't be something to look at for picking a University. Imho.

That totaly depends on how you define "best" and what you value in a faculty and university.

My vote for the UofW comes from a statistical sample of one.

I liked Waterloo, but it's the only school I went to, I'm biased for the alma mater, and have no frame of reference for comparison. If I did, it would be a 25 year old frame of reference.  :)

Still, the UofW gets my vote for best of breed.

Between the schools listed, the quality of education will not differ significantly, although the experience of attending will.

Co-op is one of the areas to look at. UW has six 4 month long co-op terms. UofT has one continuous 12~16 month work "year". You could choose to not do co-op, and opt to graduate faster.

you don't learn much from courses.  If you seriously want to study programming, coop is one way, another way is pick up books.
