My bet is there app just uses a Geolocation database like http://www.geobytes.com/IpLocator.htm or http://www.ip2location.com/. IPs and IP ranges are constaly being reassigned by ISPs and to diffrent ISPs so geolocating databases are bound to be out of date as there is no officel database of where a IP is phsyical located. (tho there is one of who owns an ip but they might not be close to who is using it). As such each database can be diffrent and each will have many errors in them witch is why ip geolocating should not be used for anything imporentent at all.
