Gameboy/SNES ROMS

I was wondering what I could use to make an SNES or GBA ROM, what language I would use and what compiler.
It is something that's interested me for a long time, but I never got around to checking it out.

Something I found about GBA homebrew. Would probably we able to run through some sort of PC emulator.

2. Any C compiler.

It's the libraries included in the developer's kit that allow you to access the hardware.
