I am not even shure if any one could decod it with out knowing more about what the heck that is.

Is it encription of some kind?

It looks like a base-64 encoded string.  Check out http://en.wikipedia.org/wiki/Base64 for some ways of decoding it.  Dan is right as well.  It may very well be encrypted before/after being base 64 encoded.  And I could be completely wrong, maybe it isn't base-64 but some other encoding.
