Reinstalling PHP on server.

I am recompling and installing php on our host. This could causes some down time for the site or at the very least make it very slow today. I plan to also add software that will hopfully make the site faster and allow us to have bigger file attachments.

Update: this should only effect services being run from the main compsci.ca domain such as the fourms and the blog.

Yay for the faster load speeds. I can feel the difference. It was way too slow before. Now it's decent.
