Windows Command Prompt shutdown

I just found out about the shutdown function in winxp command prompt. I tried this out shutdown and restart the computer. now i tried to remotely shutdown my other computer (win2000) and it comes up and says access is denied. I want to know how i can configure it to allow remote shutdown my other computer.

Maybe you ask this question with honest intentions. yet you do see the potential for chaos?
