Help with PHP Upload

Ok Well I Have a file upload script running and I changed all the settings in my php-cgi-fcgi.ini file so files up to 20MB can be uploaded.  They work when i do it but when my friend tries, his don't work.  We were thinking it could be because he has a slower connection but it shouldn't timeout that fast.  Any Help would be greatly appreciated

It is possible that his slower connection is causeing a timeout...
You might need to increase the timeout for him.
Is it throwing an error or anything?
