Because they are sterotypical images of hackers while all programmers are not hackers, but I think I could say most programmers HAVE attempted hacking at some point or other :) Or maybe because they are always looking at the computers, causing their eyes to get sucked inside the socket, making it darker, hence making them look evil-er. Also, whenever they think, they usually tend to scratch their head, moving the position of their hairstyle.
