Ok, this is a very small but affective tutorial. It looks really cool one sigs and web banners. Here we go :)

1. Create a new file, set dimensions to 400x400 and make the backgrond color white.

2. Go to Filter>Texture>Grain, and both intensity and contrast to 100% and grain type to vertical.

3. Go to Filter>Artistic>Neon Glow and set Glow size to 5 and glow brightness to 20. Then in the color box select bright green.

4. Go to Filter>Stylize>Glow edges and set Edge width to 1, Edge brightness to 7 and softness to 1.

After following thoso steps you can user hue/saturate to make it look better. Here what i got
