Well, it's a Microsoft product, so... on Microsoft's site, perhaps.  Perhaps even the oddly named Microsoft Developer Network.

u can use the VB express edition. i think this is where u download it from http://msdn.microsoft.com/vstudio/express/vb/download/default.aspx 

it is a little different from wat most schools use but u can still use it and most things are the same
