Seek file command

I think i get the idea of how to use the seek command, but apparently sometimes a file isn't compatible with the seek or tell command. I tried using just normal txt files for testing it out but but i kept getting the error that the filestream isn't compatible with the seek or tell commands. So if anyone could tell me exactly parameters need to be met to make the file compaible with the seek command, that would be great.
